my daughter is have issues with timed subtraction test and is lagging with some of the needed math skills for the next level...help.

Hi Julio,
When you say timed subtraction test, do you mean that she can do it but is a bit slow or do you mean that she doesn't even know how to do it?
If she can subtract but is a little slow, she probably needs more practice but with appropriate debriefs after each try. You can ask her how she arrive at the answers and guide her to improve on her method/strategy used.
If she can't even subtract, maybe you can try to use some form of teaching aids. Concrete objects reinforce kids' learning and make abstract ideas easier to understand.
